Looks like USCIS is giving some Immigration Relief Measures for Haiyan victims. However, it's only stated on the article that expedited processing is only for immediate relatives of US Citizens. Since you are being petitioned as a fiance, which is not considered as an immediate relative, this may not apply to you. I suggest calling the National Customer Service Center to clarify.

USCIS Reminds Filipino Nationals Impacted by Typhoon Haiyan of Available Immigration Relief Measures
Release Date: November 15, 2013

In light of Typhoon Haiyan in the Philippines (named “Yolanda” by Philippine authorities), U.S. Citizenship and Immigration Services (USCIS) would like to remind Filipino nationals that they may be eligible for certain immigration relief measures if requested.

USCIS understands that a natural disaster can affect an individual’s ability to establish or maintain lawful immigration status in the United States. Therefore, Filipino nationals impacted by Typhoon Haiyan may be eligible to benefit from the following immigration relief measures:

  • Change or extension of nonimmigrant status for an individual currently in the United States, even when the request is filed after the authorized period of admission has expired;
  • Extension of certain grants of parole made by USCIS;
  • Extension of certain grants of advance parole, and expedited processing of advance parole requests;
  • Expedited adjudication and approval, where possible, of requests for off-campus employment authorization for F-1 students experiencing severe economic hardship;
  • Expedited processing of immigrant petitions for immediate relatives of U.S. citizens;
  • Expedited adjudication of employment authorization applications, where appropriate; and
  • Assistance to LPRs stranded overseas without immigration or travel documents, such as Permanent Resident Cards (Green Cards). USCIS and the Department of State will coordinate on these matters when the LPR is stranded in a place that has no local USCIS office.

We thought the expedited processing was mostly for spouses and K1 only but we got my son's petition via My USC husband's petition for stepson approved today, 17 days after NOA1 date and they approved it today, Jan 17, 2014, my son's Bday. :)

By the way, what province in the Philippines did your spouse live?

Good luck!

We didn't even request the expedite, they did it automatically, I don't know if they would do it for Negros residents though, just file for it & they would expedite it at their discretion.

Good luck to both of you.:)

for your visa type, petition type,

I strongly suggest contacting an ISO at USCIS, instead, leaving NVC out of the calling pattern for now, based on your timeline.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Hey - no worries, but - seriously,

ask your Petitioner to

use a telephone,

calling into USCIS, and get a Tier 2 Human, an ISO,

and ask for the expedite.

Getting an ISO is not a trivial thing.
