Converting H4(Dependent)visa into H1B(Work visa)

Hi VJ Friends. I am not active in postings but I wil be online on VJ all time to read people discussions. But now I am seeking for your advice.

One of my friend has got married and they have a kid now. Both are from india. Her husband is working in Arizona,USA on H1B Visa. Currently My friend n her kid are in India and she is working in IT. Now she is planning to move to US to live with her husband on H4 visa. She is trying to see if she can work in US on H1B but her H4 visa is currently on progress. She will be quitting the current job in a couple of months and moving to US.

Now my question is whats the procedure to convert the visa type from H4 into H1B.

NOA1: 08/15/2013

NOA1 Hardcopy: 08/22/2013

Case transferred to CSC: 02/10/2014

Case transfer Hardcopy: 02/19/2014

I am not an expert on the subject but from what I understand from friends is that she will have to find someone to sponsor her for H1B, just like her husband had too. The conversion itself is not a big deal from what I understand, but getting someone to give her a job and sponsor for H1B is the difficult part.

July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Does she have an employer ? There is conversion available - you find an employer who petitions you for H-1B, once approved if beneficiary is in US, he/she can change status to H-1B.

can you explain? Has an employer but has to search for job?

Currently she is working in IT MNC , going to quit the job in next month coz of her move to USA. She wont be having an employer by the time she flies. She cant work in US as a dependent. So she is now trying to see if she can get H1B or convert H4 into H1B .

The employer where he works offered a H1B visa for a onshore project. She jus want to get H1B before getting H4 or converting H4 into H1B after getting H4
