Your fathers brother will be doing all the work. He can go and download the application B2 Visa(visitor Visa). He has to show strong ties to his country. Coming from your country is very unlikely but still doesn't hurt to try.

Nothing your father can do to help the brother must show every reason why he will return. family, job, property.

There's no inviting. The brother will fill out the application to visit and show all ties to his country. he should say who he's visiting all that.

I know what you are asking many people in US think they need to supply a cover letter (which sure you can do but not necessary) stating my brother wants to come visit i will pay all his expenses we will visit here and there spend time together. But usually these letters backfire because its all on the USC and the visitor needs to show they have money they will take care of themselves and return back to their job, family, school whatever.

Of course he can invite his brother to visit him. He could invite him for a short visit or a long one.
