Happens all the time in a neighboring county. Over 50% of the population is on assistance and they have to truck people in from Mexico to work during the peach harvest.

It is the impending fall of the empire. The Romans had the same problem, couldn't find any citizen that wanted to fight, so they hired illegal aliens to secure the border. Hebrews did the pretty much same thing to the Egyptians before returning back to the Levant.
