Hello, everybody!

I need your help! I have a friend, originally he is from Ukraine (nationality) but now hes studying in Germany, He will be there for more than a year from now, and I would like to invite him to the US for a month or so in summer. So, basically my question is: where should he apply for the interview? Can he visit embassy in Frankfurt(what is near to him) or he should travel back to Ukraine and apply there?

The application is always handled in the current country of residency. So he'll go through the process in Germany.

He could do either, Germany will probably be a better bet.

Can echo that. Experience of my filipina wife in getting her B-2 (11.5 days from hitting submit on DS-160 to visa in hand when applying from Japan) indicates to me that applying while resident in another country is much easier for citizens of high-fraud countries.
