No, only US citizens may bring their fiances to live in the US. As a greencard holder, you can marry your girlfriend and then file the I-130 petition for a spouse (see: http://www.uscis.gov/family/family-green-card-holders-permanent-residents), or you can wait till you attain US citizenship and file a petition for your fiance.

As a GC holder, you cannot file for a fiancee/K1 visa for your girlfriend. That's only for US citizens.

What you can do is, go back to the Philippines and get married. Once you've returned to the US, you can file i130 for your wife. She will be under the F2A category. It will take a year or more before she can immigrate depending on the movement of priority dates in the visa bulletin.

No K1 is for US citizens only. You can go to Philippines and marry you're girlfriend and file I-130 as a spouse of LPR.
