You need to be at 125% of poverty for the number of people in your home. If it will be just the two of you that would be 19,000. (2013) If there are other dependents, the amount will go up accordingly

the 864 asks for most recent tax transcript. As long as you wait to file until you have your 2013 transcript, you should be fine. Provided you meet the 125% level.

What is your current annual income? That is what is most important for the I-864. Provide most recent tax transcript. If you have not filed 2013 taxes, then 2012 is your most recent. Also send letter from employer and most recent pay stubs, and add in your 2013 W-2. That will all prove your current income. Unless you are self-employed, in which case you will want to wait until you file your 2013 taxes and use that return as proof of income.

where ever item that is not applicable to you such as family members in part 3, should i keep blank or write N/A everywhere?

From the I-864 instructions >

How to Fill Out Form I-864

1. Type or print legibly in black ink.

2. If extra space is needed to complete any item, attach a continuation sheet, write your name and Alien Registration

Number (A-Number) (if any), at the top of each sheet of paper, indicate the Part and item number to which your

answer refers, and date and sign each sheet.

3. Answer all questions fully and accurately. If an item is not applicable or the answer is “none,” leave the space blank.

Leave the postal code and province blank. Those don't apply to US addresses that use city, state and zip.

If you are filling out an I-864 to sponsor someone, then you cannot simply skip the questions about your previous taxes. Check the box and fill in the total income amounts from the 2 years you have. For the year you do not have, put "SEE ATTACHMENT". Make the attachment your statement as to why you did not legally have to file taxes that year.

If you were not required to file a Federal income tax return under U.S. tax law because your income was too low, attach a written explanation. If you were not required to file a Federal income tax return under U.S. tax law for any other reason, attach a written explanation including evidence of the exemption and how you are subject to it. Residence outside of the United States does not exempt U.S. citizens or lawful permanent residents from filing a U.S. Federal income tax return.

No. Your current annual income and your total income from last year's tax return are separate things. Some people make the same year to year, but a lot of people change jobs or get raises/promotions, so what you currently make annually probably will not be what you made in the past.

Yes. Print it out with the bar codes. I think it is always best to save a pdf file to your computer and fill it out and print it from there instead of in a browser.
