If a person is turning left at a light with a left turn arrow and it's green and another person is turning right on a red light onto the same road who has the right of way?

I do have a drivers license, and I do know that the person with the green arrow has the right of way.

That was a bit of a silly answer. There are millions of people out there that have a driver's license and still get pulled over each year for not knowing, or following, the road regulations.

Both "persons" have the right of way. Pedestrians always have the right of way.

If by "persons" you mean "vehicles", then the vehicle turning right on red must yield

to other vehicles and pedestrians.

(Turning right on red is illegal in many places, including New York City.)

Maybe that 8% are people who have had it drilled into their heads that making a left hand turn, the person must always yeild to oncoming traffic.

I chose the right turn on red, for the same reasons pointed out above, that at a red light a right turn must yeild to any current traffic.
