interview visa aproved, administrative processing, ready now administrative processing again?

My fiance had the interview on December 19 he was approved we paid domex and got called back on 31 of December he went on Jan 2 for refingerprints (which made sense since the officer who gave the interview almost forgot to fingerprint him the interview was fast) nd asked a couple questions more which were the same questions that were asked before on the 19th well then he got asked if he paid domex and we cheked the state dept page for visa status and it said AP. After he got called back and refingerprinted it changed to.ready now its been two weeks and it changed to AP again does anyone know what vould be going on?
