I-193 waiver......is a visa or not??

I'm italian and when I went to the States for tourism I could use a Visa Waiver Program, that allowed me to stay 90 days. So I calculate wrong 90 days and I was overstay 1 day.

Next time they did a I-193 waiver, I pay the fee and I can come for one months.

Search for I-193 I found this:

http://www.uscis.gov/i-193

So this is a Visa? and the Visa Waiver Program too is a visa? please help me to understand

ok thank you, so in question "Have you ever been issued a U.S. Visa?" I can ask no true?

But If I lost the possibility to use Visa Waiver Program for overstay, in question "has your U.S. Visa ever been cancelled ore revoked?" what answer? answer yes, explanation I can't ever use VWP or answer no?

Not relevant your situation, if you want to visit you need a B2.

Yes, I know I need a visa for visit again, but my questions is about a form DS-260, in that form isn't space where I can explain my overstay with visa wayver program, they said only if overstay with U.S. visa.
