IR-5 for parents

Hello VJ family,

I do have couple question about my parents IR-5 application. I filed for both parents last year May and priority date was May 20th, my mother I130 was approved yesterday after both case was transferred to TSC Dec 12th 2013, no approval for my dad's yet.

Well my question is if I fill out my moms DS261(choice of agent) form and I'm her agent to act on her behalf, can I equally sign as the preparer, and leave her spot empty for her to sign when she goes for her interview? My second question is how do cancel or discontinue my dad's case, cause he passed away 2 months ago and is there any chance I'll be refunded the I130 application fee if I discontinue based on the fact of his demise and prove of death certificate? I do not really need the money but a few $$$ back is something. Thirdly, is there a way I can request my moms case be expedited due to my fathers death her husband of 33 years? Finally do I need to wait for invoice # to pay the $88 fee and IV to sign it to the case?

do I need to wait for invoice # to pay the $88 fee and IV to sign it to the case. Yes you can't login to the payment portaklk without case# and IIN. You have a little wait. It is taking 2 to 8 weeks for ppetitions to get to NVC. You can always request an expedite at NVC once you get case#. Doesn't hurt to ask.
