Like I said. Most in the small town areas are deputized when the retire.

It is up to the local jurisdiction who can and can not carry. Not every state or local government allows for reciprocity. Usually when you leave the force, you turn in your badge, service weapon, and I.D. They may give you back your ID after it has been rendered invalid.
