Transit Visa to Travel from Brazil through USA

Timeline

Good Morning,

I have a question about "Transit Visa", I think also known as a C Visa. I am currently stationed in Japan with the Navy and i will be flying to Brazil to spend vacation with my spouse who is a Brazilian national. We are planning on flying back Japan together after my vacation is done. Currently my ticket has me flying through Washington D.C. before arriving in to Japan. I would like to purchase the same ticket for my spouse as well. Unfortunately she does not have an american visa yet so is unable to travel through the U.S. to arrive to Japan. What is the process for her to obtain a Transit Visa and also the time to approve? I want to make sure that everything is well before i purchase the ticket.
