If you want to get married in the USA, start the K1 fiance visa process: http://www.visajourney.com/content/k1guide

Another option is to get married in her home country, then file for the CR-1 spousal visa: http://www.visajourney.com/content/i130guide1 The K1 is faster, but the CR-1 is cheaper and she can work and travel right away when she comes to the USA, plus it may be nice for her family to see her getting married.

She can visit you anytime with her tourist visa, but cannot life or work in the USA with that. It may be more difficult to get in on the tourist visa once a petition is filed.
