Ok I need to instruct Mohammed on what he does after he is finished with customs. He gets his bags, then what? (I can't remember... my brains are absolutely fried.)

First he is going to go through immigration- with the sealed envelope, his passport and the 1-94. Once cleared there he picks up his bags and then goes through customs with his baggage

Then he will find someone from the same airline to recheck his backs (if they are checked all the way through to his destination & he has his boarding pass for the next flight) or haul his bags to the check in counter for check in for the next flight.

Samirs POE was JFK and was totally painless...only a few simple questions. I made Samirs connecting flight online here and made it for 5 hours after his arrival time. His plane was almost an hour late on arrival and it gave him plenty of time to get thru immigration and to look around the airport. Make sure he has cab fare to get from one terminal to the next and he should be fine. Good luck and wish you the bes ton your reunion day!
