Just an update:

The free advice from the attorneys all said to click yes to be truthful, but I just got an email back from the RCMP (different person than I spoke to earlier, which was just a front desk person passing on information)

The email said this:

Hello Erica,
If I understand your email correctly, you were issued a violation ticket that was canceled due to an error made by the officer. Aside from the error, your intention at the time was to dispute the ticket, but because of the error you never needed/were able to.
As far as any written confirmation of the ticket being canceled you will have to enquire with ICBC as they would be the record holders. As far as how to answer the question, you may want to call them directly and confirm their definition of fined. I would think that in normal circumstances the definition of fined implies that you were ticketed and paid the ticket or disputed and were found guilty. You were neither of these.
Again to be safe, you should speak to the agency administering the form to you, I assume it is US immigration.

Apparently this is just an overall grey area and I feel like I'm not going to get a concrete answer. I'm going to call ICBC tomorrow and see if they can shed some light on the situation.
I'm not sure if calling the USCIS would be beneficial, I've heard they're pretty useless over the phone....
