Well now we know, Black kids don't act any worse than their Asian counterpart.... no no, it is Teachers and School systems , punishing some minority students ... and apparently almost never punishing other Minority students.

Wait a minute, don't teachers tend to be Left-wing..... and I thought Left-wing people never even saw color or race....... and now we find out, these folks have been sabotaging the future of Black children all along.

Not sure why Eric (my people) Holder got involved in this but he is going to straiten out any school which (for example) shows Black kids are being punished at different rates than the White kids or Chinese kids.

This is really good news, because this stuff has been going on for a long time and it needs to stop, heck it was the same way when I was in School, unfortunately we didn't have a Black president then but we do now. kicking.gif

The Obama administration is urging schools to abandon overly zealous discipline policies that civil rights advocates have long said lead to a school-to-prison pipeline that discriminates against minority students.

The wide-ranging series of guidelines issued Wednesday in essence tells schools that they must adhere to the principle of fairness and equity in student discipline or face strong action if they don't. The American Civil Liberties Union called the recommendations "ground-breaking."

"A routine school disciplinary infraction should land a student in the principal's office, not in a police precinct," Attorney General Eric Holder said.

Holder said the problem often stems from well intentioned "zero-tolerance" policies that too often inject the criminal justice system into the resolution of problems. Zero tolerance policies, a tool that became popular in the 1990s, often spell out uniform and swift punishment for offenses such as truancy, smoking or carrying a weapon. Violators can lose classroom time or become saddled with a criminal record.

Police have become a more common presence in American schools since the shootings at Columbine High School in 1999.

In American schools, black students without disabilities were more than three times as likely as whites to be expelled or suspended, according to government civil rights data collection from 2011-2012. Although black students made up 15 percent of students in the data collection, they made up more than a third of students suspended once, 44 percent of those suspended more than once and more than a third of students expelled.

More than half of students involved in school-related arrests or referred to law enforcement were Hispanic or black, according to the data.

The recommendations encourage schools to ensure that all school personnel are trained in classroom management, conflict resolution and approaches to de-escalate classroom disruptions.

Among the other recommendations:

_Ensure that school personnel understand that they are responsible for administering routine student discipline instead of security or police officers.

_Draw clear distinctions about the responsibilities of school security personnel.

_Provide opportunities for school security officers to develop relationships with students and parents.

The government advises schools to establish procedures on how to distinguish between disciplinary infractions appropriately handled by school officials compared with major threats to school safety. And, it encourages schools to collect and monitor data that security or police officers take to ensure nondiscrimination.

The recommendations are nonbinding.

Already, in March of last year, the Justice Department spearheaded a settlement with the Meridian, Miss., school district to end discriminatory disciplinary practices. The black students in the district were facing harsher punishment than whites for similar misbehavior.

Education Secretary Arne Duncan has acknowledged the challenge is finding the balancing act to keep school safe and orderly. But, he said that, "we need to keep students in class where they can learn."

Research suggests the racial disparities in how students are disciplined are not explained by more frequent or more serious misbehavior by students of color, according to a letter sent to schools with the recommendations by the departments.

"For example, in our investigations, we have found cases where African-American students were disciplined more harshly and more frequently because of their race than similarly situated white students," the letter said. "In short, racial discrimination in school discipline is a real problem."

In Florida, Agreement to Reduce Student Arrests

One of the nation's largest school districts has reached an agreement with law enforcement agencies and the NAACP to reduce the number of students being charged with crimes for minor offenses.

The agreement with Broward County Public Schools in Florida, which officials planned to announce Tuesday, is one of the first comprehensive plans bringing together district officials, police and the state attorney's office to create an alternative to the zero-tolerance policies prevalent in many schools. It charges principals rather than school resource officers with being the primary decision makers in responding to student misbehavior.

The move is designed to cut down on what has become known as the "school-to-prison pipeline," where students accused of offenses like disrupting class or loitering are suspended, arrested and charged with crimes.

Broward, the nation's seventh largest district, had the highest number of school-related arrests in Florida in the 2011-2012 school year, according to state data. Seventy-one percent of the 1,062 arrests made were for misdemeanor offenses.

In this South Florida district and others across the country, minority students have been disproportionately arrested, sometimes for the same offenses their white peers received only a warning for. Nationwide, over 70 percent of students involved in school-related arrests or law enforcement referrals are black or Hispanic, according to U.S. Department of Education data.

"It's pretty rare," Michael Krezmien, a professor at the University of Massachusetts Amherst, said of the agreement. "I think if every other school district did it that would be a great step forward."

The new policy creates a matrix for district officials and school resource officers to follow when a student misbehaves. For non-violent misdemeanors like trespassing, harassment, incidents related to alcohol, possession of a misdemeanor amount of marijuana and drug paraphernalia, administrators are instructed to try and resolve the situation without an arrest. A variety of alternatives, like participation in a week-long counseling program, are designed to address and correct the student's behavior.

No student would be arrested for a first non-violent misdemeanor, but further offenses will result in graduated levels of school-based interventions. After a fifth incident, students are referred to law enforcement.

Felonies or serious threats will still be handled by police.

Trayvon Martin’s criminal conduct was hidden behind school discipline. Stolen jewelry was recorded as random ‘found items’ (the jewelry just intentionally placed in storage with no investigation), his possession of marijuana was similarly obfuscated, and all of the incident reports were intentionally falsified by officials and School Resource Officer, Daryl Dunn, to avoid the Criminal Justice system.

This whole things seems backwards.

They are trying to get away from zero-tolerance policies, when that is the surest way to eliminate bias.

If there's no proof that the policies reduce violence or drug use and they result in negative outcomes for kids (who frankly aren't expected to know better), then maybe they shouldn't bother with them.

Schools shouldn't be a fast track to jail.

It could be, the new quota system might even better prepare kids for life... and isn't that always a good thing?

Remember the doctrine, "disparate impact." This reasoning in Employment would naturally encompass other areas of life.

As we move forward into the future, any unequal outcome will need to be addressed.... as we have already seen in fire fighter tests, gender participation in sports and now of course correcting an unevenness in school discipline and one would assume next, things like housing patterns and retirement savings.

As we move forward into the future, any unequal outcome will need to be addressed.... as we have already seen in fire fighter tests, gender participation in sports and now of course correcting an unevenness in school discipline and one would assume next, things like housing patterns and retirement savings.

Let's keep the focus on the school system, which is what the topic is about, not go off on arbitrary tangents.

Schools undoubtedly have a lot to deal with, but they shouldn't be in the business of abandoning students from adverse backgrounds because of behavioural issues. Of course, that's easier said than done - hence the zero-tolerance policies in the first place. Unfortunately, unless the education system gets a decent level of funding that allow them to tackle drug and gang issues effectively - the status quo will be maintained.

You really do live in a weird world - where even parenting is somehow corrupted by politics. Parents are perfectly capable of disciplining their children without resorting to violent abuse.

What about kids from abusive backgrounds then - where the parent is drug-addicted or alcoholic, or beats the kid senseless on a regular basis?

Social dysfunction among low-income families is more the problem here - not middle class parents refusing to discipline their kids.

That's an issue that should be addressed. Which from my reading of the article is exactly what the guidelines are supposed to do. It's the same issue adult offenders of color face in the judicial system which lands them in jail more frequently and longer for similar offenses than their white counterparts.
