About Expedited Naturalization under 319(b)

My wife and I (I am a USC) are trying to figure out the finer details of the requirements of expedited naturalization under INA 319(b) for spouses of U.S. citizens employed abroad.

We are both currently abroad, and I am nearly 100% certain I fit the criteria of employment and "regularly stationed abroad."

I read through the actual law and different pages at USCIS and another helpful page at the site of the US Embassy in Indonesia. We are both abroad together because we did not want to be separate, and we recently found out about this opportunity to get expedited naturalization. We were originally going to even give up my wife's LPR status because of my job, but we were really happy to find out about this law.

Anyway, here is my question: Is it possible to send in the N-400 form and start the application process while my wife (the non USC) is still abroad?

The law itself doesn't have anything about it as far as I can tell. It only clearly says the non USC spouse must be present in the US for the interview and for the oath.

I found this page at a law firm's site (http://www.mayvisalaw.com/Other-Immigration-Topics/Expedited-Naturalization-under-Section-319-b-of-the-INA.shtml). Obviously, it is not official information, but it does say that it is possible to apply while abroad as long as the USC spouse is not short-term.

Can anyone who has had recent experience or expert knowledge answer my question?
