folk at banks seem poorly trained with the Patriot Act.

I'd challenge at every step, to have any clerk show you their interpretation, written, of the Patriot Act, which is the Law that covers this stuff, including the bank guidelines.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

How were you able to be added as a joint account holder before moving? Do you already have an SSN before you moved or...?

Canada has a tax treaty with the USA. I used a W8ben form that was faxed to them along with a signature card that was also faxed or emailed. USAA allows you to upload a signature card because they don't really have branches to do this with, they're used to military families and foreign spouses.

Since I set up that account, and my USA RBC account (which is connected to Canadian RBC account) with a w8ben I had to send a W9 form with my SSN once I got it.

Ah yes, the W-8BEN. I tried requesting to be added to my fiancée's credit union account before moving to the US next month but alas, they require a US-issued ID before doing so. I guess I will have to wait to get my SSN in ordered to be added as a joint user.

P.S. I actually just completed a W-8BEN to open an RBC Royal Embassy account to use with my Canadian RBC account. I will have to look into the W-9 form once I get my SSN.

Thanks for the info!

Easier yet.....just go to another bank. Open an account or accounts there and simply transfer all your money from the bank that would not assist you. SIMPLE. Easier than arguing?? Why give the bank that is obviously ignorant of the laws your business.

I used to run our Know Your Customer Program at the financial institution I worked at. The bank you are trying to deal with is being an idiot - try somewhere else. When I first tried to open an account at our local bank after I moved here I had the same problem. Literally went to the bank across the street and voila - account opened with no problem!

Here is what the law says the bank needs to validate for you to be able to open an account: (http://www.fdic.gov/regulations/resources/minority/events/interagency2009/Presentations/Siegel.pdf)

Name

Date of Birth

Physical Address

Tax ID (SSN or ITIN if you don't have SSN)

Unexpired Government-issued ID (EAD etc is ok and so is foreign passport http://www.fdic.gov/consumers/consumer/news/cnwin0304/proof.html) my bank opened my account before I had this but gave me a limited length of time by which to produce this.

They can also ask for financial references or a copy of a housebhold bill with your name on it (which you likely won't haev yet if you just moved here!)

Well great news guys!! and thank you for all your help always!! ;) <3<3<3 we just got back from the bank and i was stuck with the same bimbo since the manager is never in. So, all i had to do is reexplain the situation and show her the FDIC rules and that was the key for her to add my hubby to my account. She just was too lazy and dumb to know the rules until i showed them to her. So i sighned as the US citizen sponsoring my husband. So he does not have to be a citizen or international customer. I taught this dog walker to do her job haha dancin5hr.giflaughing.gifkicking.gifheadbonk.gif

Why in the world did you go back to the same bank??!! You should have given someone else your business. I give up!!!

Well it wasn't the bank it was the employee. It really was a good bank and the other banks I could have gone to are worse or I would have to join a bank that requires $5,000 to $10,000 in the account which we don't have. I showed her she was wrong and now my husband is on my account with me now. But I know what you mean. My bank I had before this one was even worse...

06-11-2007 = NOA1 date (unknown to me).

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

Sometimes you just need to train employees, vs quitting all together.

What you did was a great approach despite the 1.5 inch tall bright green text by another poster who disagrees. LOL ;)
