Tourist visa possible if with f2b petition?

Is it possible to acquire a tourist visa if you have f2b petition? My brother is the only one left in our country but he wants to visit us here in the US. he is the one taking care of our family business and properties will that be enough to prove strong ties with our country?

should do first visitor visa/turist b2, then u could apply for petition for f1

otherwise they wount open b2, cuz tourist visa must be approved that u r goin back to ur native country n ur visiting USA its just visiting
