At this stage, can the beneficiary call the hotline to find out case number or does it need to be the petitioner? My husband is military and often has no time during the day to call (and wait for a tier 2 operator for that matter). My job is a little more flexible.

yes, the beneficiary is allowed to call the NVC.

If it is at USCIS only the petitioner can call

If it is at the NVC then either party can call

I find that NVC wait times are much shorter than USCIS, which is a nice change :)
