Timeline

I filed aos, ead and ap in early November and got an rfe on Christmas eve. The rfe was a single pink page, despite saying page 1 of 2, saying they need the co-sponsors full tax return etc. I sent them the full tax return, her w2s, etc and the pink rfe. Today I got an envelope containing the page 1 plus the second page which says based on information you've supplied your household member does not meet the poverty guideline requirements. She does meet them several times over, it looks like this is just the rfe they sent initially (now complete).

The second page is stamped "action completed, approved for filing" with a long number string. Does this mean the "action" is the rfe document checking, and "accepted for filing" mean my file has moved to the next guy? Or is the "action" the process of sending back the rfe because they don't think I satisfactorily answered it the first time, and "approved for filing" means the rfe can be filed?
