Never Received NOA2 Hard Copy--Victim of CSC "glitch"?

Hi all. My case is progressing very nicely, going more quickly and smoothly than we anticipated--yay! But we do have one possibly major problem. The USCIS website informed us our I-129F application had been approved on November 20, 2013, but we never received the email or hard copy notification of NOA2, so we don't have the I-797 form or anything. Our case still went to the NVC and now it's at the London Embassy and everything is looking fine, but we still don't have that hard copy of NOA2. I've heard it might be necessary to show at the interview and is definitely necessary later on when applying for AOS, so I'd really like to get a copy of it. I've called USCIS and was told I had to file form I-824 for $405! That really doesn't seem fair! I haven't moved or anything and I really feel like this NOA2 just never got sent out, especially since I've heard other people on here in the past several weeks saying they've been in a similar situation, and I've also heard people mention a "glitch" at the California Service Center--where our case was--that caused several people around that time to not receive NOA2s. Surely if there really was a glitch there should be a way for me to receive a new NOA2 and not have to pay hundreds of dollars for it. I emailed the service center but haven't yet heard back. I might try calling back too. I searched the forums and saw other people with this problem over the past couple years, but no posts in recent months specifically about this glitch. May have been missing them though. Any tips or ideas on what else I could do or say?? Thanks!

November 4, 2013: Alien registration number changed

November 20, 2013: NOA2

December 19, 2013: Case forwarded to London Embassy

January 2, 2014: Packet 3 Received

February 7, 2014: Medical

March 13, 2014: Interview
