The tourist visa is a B-2. The DS-160 is the form used when applying for a non-immigrant B-2 visa. http://travel.state.gov/visa/temp/types/types_1262.html

Yes, you do need the DS-160. The information from the Bangkok Embassy is here > http://bangkok.usembassy.gov/niv_howtoapply.html

No. You don't need the DS-160 for the tourist visa.

Yes, they do. It states on the Hanoi and Bangkok Embassy sites that the DS-160 for non-immigrant visas is needed, that includes the B-2, non-immigrant tourist visa. Even the Manila Embassy site says you need the DS-160.
