Regarding your fiance's child, there is a special thread in the "The Foreign Embassy and Consulate General Discussion" just for the Manila Embassy. I'm sure you are not the first with this situation. I'd post my question on that thread, and then perhaps also in that forum sepearately as well.

Don,

I believe you will find that it is the authority of the Philippine govt to determine if the child can leave the country with one parent. Once their requirements have been met then of course it would be the US govt decision to give her and her child the VISA.
