I know it has been a while since I have posted and been online. Adjusting to a new house and surroundings! I hope you are all doing good.

This is not about me however, it is a question on behalf of a friend of mine and it is beyond my knowledge so I have her permission to ask you guys. Any feedback is highly appreciated.

She is a Danish citizen living in Denmark. She was visited by an american citizen(with residency in Oregon) and long story short, she gave birth to a girl. The father, the american citizen, left and he while he knows he has a child in Denmark, he does not want anything to do with his baby. The mother want to establish that he is the biological father and put him on the birth certificate. He ran away from his responsibility.

The mother is asking how she goes about establishing the paternity. I realize since he never signed an aknowledgement of paternity that it most likely would be the next step. How does she go about that? She has name and address of. him and his relatives.

A few extra questions that I feel might be relevant. Is child support out of the question, or is it simply just hard to push through since it is 2 different countries? In such case, anyone has experience with it? Secondly, and this is on behalf of the baby in the long run: CRBA most likely will be the second step after establishing paternity, correct?

The mother also found out that he is the biological father of another girl in Denmark and he basically did the same to them.

Hi. I have a similar situation and here is what I did.

1) went to the local family court of the City father lived in and filed for child support. As my daughters father had refused to sign anything regarding our child the magistrate of the court ordered a DNA test or he would have to acknowledge paternity. On our first meeting in court he admitted paternity without a DNA test. After two more visits to court I received signed paperwork stating who my child's father was and back dated child support until she is 21 paid every week by cheque. CRBA can be done with paternity acknowledgement if you can prove he was a citizen long enough to transmit citizenship which is what I am doing at the moment.

Thank you for your reply - it is very appreciated! I am glad you had a positive outcome.

However, the mother is in Denmark and cannot go to the court where the father lives, at least not in person. Is it still the same procedure then?

They will do it by phone. If you call the local family court they will explain how to do the paperwork. Most of it can be printed off online. I appeared once in person in court and then twice more by phone from lawyers office.

The local court has no authority over a child not in the US and the non US court has no authority over a parent not in country. You girlfriend is learning the issues of getting pregnant by a man that can move outside the authority of the local legal system. Unless the father co operates your friend is out of luck. There is no method to force him into DNA unless he returns to the local court or your friend gets residency in the US and is able to petition via US courts.

This will not be over quickly. You will not enjoy this.

Very untrue as I have never been a US citizen or any kind of residency for U.S yet I successfully applied for Acknowledgement of Paternity and Child Support from the U.K and got both.

A UK court can not force a US person to take a DNA test. If the person co operates then it works , if the person doesn't there is nothing a UK court can do to the US person unless that person enters the UK again ( and the UK knows about it ) The OP stated to supposed father denies the child I doubt he is going to co operate

This will not be over quickly. You will not enjoy this.

This seems to be a very sticky situation. Even if the father verbally acknowledges the paternity, I believe the consulate can still order a DNA test. This is all assuming that the father will cooperate, which it appears he will not.

I suspect this will be a very expensive venture

Well it worked very well for me with possibly the most uncooperative human being that ever existed. The U.K court had nothing to do with it. I applied via U.S court, filed U.S issued paperwork and received U.S dollar cheques every week via mail until I opened a bank account last month so it's pretty obvious it does work. All I had was a name, address, place of work and social security number to apply. I appeared in U.S court via telephone twice and attended court in New York once as I happened to be visiting at the time. The magistrate did my acknowledgement of Paternity followed by child support.

Canadian wife, according to http://www.oregonchildsupport.gov/forms/docs/csf030574p.pdf it is a 1 dollar fee. My issue when reading it, is it already rules out the possibility of a foreign address.

I am probably going to call Oregon Child Support Program since it seems like they are the ones to know about the first couple of steps. The mother was insecure about where to start in order to have the biological father on the birth cert. in the first place since he is not in Denmark anymore, and she is less likely to visit Oregon.

She is just wanting for her daughter's birth cert. to not have "unknown father" on it when that is not the case. He lived and worked in Denmark prior to this and according to the mother, he did not want to establish paternity because he could not afford it. [sarcasm] Which ofcourse is a totally legit reason. [/sarcasm] :)

I know it may be a long haul however, the mother wants to know what her options are at this point and how to get the wheels rolling.
