14 years working in USA?

I have my OWN immigration issues, this has NOTHING to do with my case, but where I work I have met a friend who is working here on a work visa for the past 14 years. He is from El Salvadore and pays taxes and has never been in any trouble, he is married here and has had two children born in the USA.

He has NO FAMILY here that has residence, and I was asking him WHAT he needs to do to get permanent residency here- and he could not tell me- and I am not sure either -

I would like to offer him advice --

anyone familiar with these LAWS?

I am learning that ALL immigration laws make no sense (to me)

MY JOURNEY

2009-03-03 - Married in San Pedro Sula, Cortez, Honduras

2011-07-11 - Our second Daughter is Born in La Ceiba, Atlántida, Honduras

2013-04-15 Consular Report of Birth Abroad Completed- she is USA Citizen

We are a family of four-

TWO I130 CASES - running concurrently One for my wife and Second for my stepdaughter

2013-08-20 - NOA1 - Priority Date established
2014-02-27 - NOA2 - after transfer to California Service Center in January

7 MONTHS and 23 DAYS at USCIS

2014-04-15 - DS-261 online done and accepted

2014-04-29 - DS-260 completed online and approved on 5/14/2014

Is his wife a US citizen? If so, she can apply for his residence. If she is not, he needs to find out what kind of visa he currently has. 14 years is a long time for anyone to be here on a renewable temporary work visa.

every 18 months he has to fill out new application and it has been getting approved all along. for the last 14 years. his wife is not working and has an expired visa....

I saw his card and his current card expires march 2015

I agree with the other poster that he might be here on TPS which will not lead to him obtaining permanent resident status. That would explain the constant renewals over time.

He might consider finding a sponsor - his current employer perhaps - and change his status to H, with which he might become a permanent resident in 5 year' time.

There may be other ways and he might want to consider speaking to an immigration attorney.

I believe it is TPS, but his card CLEARLY SAYS it is not valid for RE-ENTRY into the USA, so he is forbiddon from visiting his family, and he would like to see his father SOMEDAY.

are you or anyone familiar what is or IF there is something he can do to qualify - after 14 years? or is there an amount of time that he has demonstrated living responsibly here in the USA and working and staying out of trouble and paying taxes that he would be able to apply for permanent status?

THIS IS COMPLETELY different than what my visa issues are and by comparison I am glad to have the problem I have.. ( if that makes any sense)

TPS could become eligible for a green card on some other basis. This could be, for example, because of marriage to a U.S. citizen, a job offer and sponsorship (working visa) by a U.S. employer, or a grant of asylum.
