Changing consulate after moving to another country?

Hi all,

I'm interested in potentially transferring a CR1 visa case from India to Malaysia. I interviewed with Mumbai, India consulate in November 2012. At the interview, I was handed a white slip 221g notification and was told my case would go through administrative processing.

A few weeks after the initial interview, my employer transferred me to its Kuala Lumpur office (I work for a multinational consulting company). I have now been working in Malaysia for a year on expatriate work permit.

Just few days ago, I got an email from the Mumbai consulate (after 12 months of being on admin processing) stating that they need me to resubmit new visa application documents (DS-230, medical, AOS etc.) and asked me to report for a 2nd interview in Mumbai. I'm hoping this would mean the visa can be issued ASAP.

My question is whether to communicate to Mumbai about the change in my residence and completing the process in Malaysia, or to travel to India to gather the refreshed documents and complete the visa process at the original embassy (Mumbai).

I'm keen to do what the law says I should do. Please offer your guidance.
