On 12/26/13, I received a letter from NVC saying that they will forward the petition to the consulate in Tegucigalpa, Honduras and that my fiance has to complete the DS-160 in the meantime. But she doesnt know english at all so I was wondering if I could complete the form for her or does she have to do it?

You can fill most of it in for her but she has to electronically sign it. You can do this by completing all the fields in the form, saving it, and noting down the application number. Then she will retrieve the previous application you completed on her end, and click 'sign application'.

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.
