My question is: are there repercussions for the citizen?

07/26/2012 - 10/18/2012: 85 Days from Application Received to GC Received.
Removal of Conditions
07/22/2014 - 11/14/2014: 116 Days from Application Received to GC Received.
Naturalization
02/03/2016 - 05/31/2016 : 119 Days from Application Received to Oath Ceremony.

I am a United States citizen!

exactly, why are you going to waste time and money with a GC if she doesn't want to live here and the GC will be cancelled anyway due to abandonment?

if she only wants to visit, she should get a tourist visa. the GC is for living in the US and will be terminated if she doesn't

no repercussions to you, just a waste of money and time

IF there is any indication that it was done to circumvent US immigration law -- yes, there might be repercussions. For example, if it is being done so the parent can then file for adult children versus the US citizen filing for siblings (which takes longer), it could be determined to be visa fraud and cause problems for all involved.

One reason I can imagine is that the parent cannot get a tourist visa and wants to come for an extended visit, then go back... So figure file an immigrant visa... But perhaps after they arrive they want to stay? I personally would not want to go that route as it is expensive and a hassle... And the parent would have to declare they DO want to live in the USA, so there could be issues with lying to immigration on their part...
