I-130 denied for NOID not sent but we did send it

Timeline

My wife Manuela from Romania is a US citizen that applied for a I-130 both her parents. They sent a request for additional evidence (certified translations of Manuela's birth certificate) for both her parents in the same envelope. We paid for a certified translation and sent both letters and translations together in the same envelope to USCIS in Des Moines IA where they requested. They approved her Mom on Nov 1 and we just found out that her Dad was denied because they didn't receive the request for evidence. We sent both in the same envelope but separated by paper clips attached to their respective letters. Evidently they put both in her Mom's file. But now the only way to reopen the case is to pay $585 and file a request to reopen the case. Is there any other way to contact them? This is total incompetence. Why should we have to pay another $600 for their mistake? We have 30 days to file. How can you contact them to correct their mistake? What can we do?

9/04- Met online and fell in love

2/7/05- Sent I-129f in mail

2/05- NOA1 received in mail

THE LONG WAIT BEGINS

4/7/05 Email notice of NOA2

4/27/05 issues new case number.

5/10/05 Interview date set for June 1. I'm so happy.

6/1/05 Approved

6/6/05 Arrived in USA

6/16/05 Married

7/3/05 I-485 sent off.

10/18/05 Had to apply for temp card and recieved it

11/22/05 Fingerprints for I-485 taken. EAD approved.

Timeline

Make an infopass apointment at your local USCIS office and try to speak to an officer to sort it out in person.

It's amazing how many questions can be resolved with a 2 minute Google search...
