Is "application for admission withdrawal" the same thing as "refusal of admission"?

So, I was allowed to withdraw my application at the US port of entry several weeks ago. The authorities just seemed to be suspicious of whether I was vacationing or not (since I'm currently unemployed), and that's why they allowed me to withdraw in lieu of expedited removal or anything more serious. So, if I was to fill out a form that asks, "Have you ever been refused any kind of visa, admission, or been ordered to leave any country?", do I answer yes or no?

I don't want to commit fraud by ticking "no" on my application, but I've been told that application withdrawal just simply means that I'm inadmissible and they're letting me withdraw my application and leave voluntarily. However, there's a stamp in my passport that says, "application for admission withdrawn" and it has a few numbers written on it. I've seen google images of passports that just flat out say "ENTRY DENIED" but those could have been stamped by non-US countries. Anyway, it would make my life much easier if I could just tick "no" to that question and be immune from commiting fraud. What do visa offices worldwide look for when looking into passports? Will a withdrawn application stamp raise eyebrows, or do they specidically look for keywords like "removal", "denied", "deported", etc?
