What does this mean? I haven't received appppointment letter from NVC but I already called USEM and made an appointment (Feb 2014). The only letter my mother (petitioner) received were NOA2 and the letter coming from USEM in Manila saying I can already set an interview. Should I wait for the appointment letter from NVC? What shall I do next? I haven't paid AOS and IV fee. Also, after submitting DS-260, what are the next steps? Thank you!

Yes even my mother checked hers. When I emailed NVC to get my IIN the response cointained the words "consulate accepted this case for expeditous processing" but we didn't ask them to expedite it. It was in August when she received NOA2 and no further instructions was given. Hence, no AOS Fee Bill Invoice and DS261. Then in November she received the letter from the Embassy. I turned 21 last month. (I forgot to ask about CSPA) anyway, that won't affect my eligibility right? My priority date is May 20 2013 and petition got approved Aug 22. I turned 21 last November 29.
