Hi I scanned my photo passport to send it to my fiance but I don't know how to make it bigger 2*2 on computer I scanned it in pdf someone can tell me how cause in my country it's in centimetre

You need to know something about computer printing to do that. Pictures in the computers do not measure in inches or centimeters, their size is measured in pixels. If you or your fiance doesn't know how to print it in proper size, then just send physical pictures.
