My stepdaughter is a legal permanent resident and was recently married to a non-US citizen residing outside of the US. She intends to sponsor her new spouse on an I-130. She is currently a student and does not have income to qualify as a financial sponsor for the I-864 that will be required for the later consular processing. Questions:

1. Can a US citizen parent that meets the financial guidelines be the I-864 sponsor for this petition?

2. If so, does my daughter need to complete an I-864 if she will not be the financial sponsor?

I've read conflicting information on both of these questions.
