If you are talking about sending off the I-129F petition, then no, no police certificates needed for that. Those come later for the K-1 interview. Also, if you were never married before, then you do not need any documentation for that. Just those that were previously married need a copy of their divorce decrees. No need to prove you were always single. What is listed on the VJ guide is what is required with the I-129F petition > http://www.visajourney.com/content/k1guide
