When I submitted the I-134 at the UK embassy I was told on VJ I would only need an I-134 for my sponsor (my father in law) and not the petitioner as well. However, at the embassy they ended up asking for an I-134 from my father in law and my wife as well. I am pretty sure that the UK embassy isn't really supposed to require two I-134s, but I am glad we decided to fill one out for my wife anyway, even though she is not financially supporting me in any way.

When it comes to the I-864, do you just fill out one for the real intended sponsor (ie my father in law) or does my wife fill one out and then my father in law fill out one as a 'co-sponsor'? I am confused by the co-sponsor thing.

no, you might have misunderstood. the petitioner is always the primary sponsor, that person is responsible unto the government that the beneficiary won't become a public charge, even if the petitioner made $0, they still have to fill out the affidavit of support, the i134 and later on the i864 when the adjustment of status is filed

so she will have to file the i864 as sponsor and your father in law will file another i864 as her joint sponsor, if he doesn't live in the same house

or if he does live in the same household, your wife will file the i864 as sponsor and her dad will file the i864A as the household member

I understand that, but for the UK embassy for K-1s most people don't have to fill in two I-134s if the petitioner is not also going to be the main financial sponsor. I was just unlucky or whatever I guess.

Yep, you were unlucky. The rules for the I-864 are more precise and say the spouse must do one, even with zero income. Also tax returns (or a valid reason why not) are required, unlike a London I-134.
