He only goes through immigration when he comes into the country for work or to visit me at the airport. If he's already been visiting me, he does not go through any immigration going to the ship or getting off. only at the airport.

His Visas are

work... R .....C1/D.......tourist......R.....B1/B2.....

Seems to me the only option is to get married and go through the CR1 process.

The C/D is not a work visa.

Actually his interview would take place in Stokholm, Sweden.

All immigrant visa and diversity visa interviews and adjudications for residents of Denmark, Norway, and Sweden take place at the U.S. Embassy in Stockholm, Sweden. For general information on immigrant visas and immigrant visa processing, we refer to the U.S. Embassy in Stockholm.

CR1 does not adjust status if that is what you're asking.

Visa fees:

$420 - USCIS petition fee

$88 - AOS (affidavit of support) fee paid to NVC

$230 - IV (immigrant visa) fee paid to NVC

+ medical + police report fees + travel fees

$165 New Immigrant Fee (only paid after visa is received after interview.)
