Not necessarily. There was a Q&A session page with ex USCIS officer on this site. I do not have the link at the moment. Anyway, according to him every issue with security check needs to be resolved by an additional review from a dedicated team that handles all that. He also mentioned that USCIS has a phrase library from where you can just add phrases to the letter or response you are sending out to petitioner. Which makes sense, since they cant honestly type out each and every single letter out of 1000s they send out every day. So with that theory, your case could be pending due to security check issues but a person who replied to your service request borrowed an "additional review" phrase from the library than a "security check" phrase. Just my 2 cents based on the facts I read from that Q&A session.

Extract of that discussion you are referring to i believe about performing additional review for security checks:

There were some standard criminal and background type databases that were required for all petitions. A "hit" in any of these databases would flag the petition and it would be sent to a special group who worked to resolve why the "hit" occurred. Sometimes it could be something simple as a similar name of a bad guy, but every hit had to be resolved.

Here is the extract where he is telling about additional review.

Additional review. Mainly if you came up as a "hit" for a surname of a bad guy (or gal) that would have to be resolved. Marriage Fraud. Overstaying your visit. Lying. Criminal activity/organized crime, police reports, things that would be outside of a "normal" person's life you might say.

And link is: http://www.visajourney.com/content/adjudicator-q-and-a

All i am saying:

Most of the time people get message of Pending Security check when it is a matter of only security Checks or background checks.

But if it is other than background or security checks then it will go in additional review: and mostly additoinal review caused if you have some sort of relationship with uscis in past. And why so

A person filed a K1 and brought a girl in US. Married her and allow her to get her papers for money and then they divorced. Then again he applied for a girl for same purpose and apply for Cr1.

Now he has a history, he is not a security threat but he is trying marriage fraud.

Now see you are the person applied for K1 for a girl and girl came but you both decided not to marry. After few years you get your dream girl married overseas and applied for IR1/CR1.

Now you also have same history as above person who is trying marriage fraud. USCIS will look on your file as suspect and will investigate it. And this investigation will be done under additional review.

Note: in both above stated case both person are clean, not even convicted for marriage fraud. So case will go for additional review not security check.

But if you get a HIT based on common name, or due to your bad background, then case will be pending for security checks.

Renting a phrase is not an issue i believe, these are two most common lines people get in response.

Pending for security checks

Pending due to additional review

And i believe every Visa officer has this in his library.

Also the officer was referring to unique cases when they dont get something from their library.

very interesting....

now that i've read all your replies I can only ask.....gosh, could this/will this happen to me since we opened a case with uscis 2 years ago?.....c r a p man, I hope not.

but, its with the same guy, 10 years, and we fly across the continent to see each other every 4 to 6 weeks.....oh boy...now I'm starting to worry :ranting:

we closed it the correct way...ie, mailed back our passports, had visa stamped cancelled without prejudice, returned unsealed envelope.

wow...this opens up a big can of worms.......

It's been almost 7 months since we filed with USCIS for our I-130. We emailed since it has been passed the normal processing time about why our case hasn't been updated. We got this back:

The status of this service request is:

You or your representative contacted USCIS to notify us that you believe your case is outside of our normal processing time. Below is a summary of what we found and how the issue has been or may be resolved.

We have placed your case on a processing hold because the required security checks remain pending. Until we receive the results of these security checks, we cannot move forward on your case. We require the results of security checks before we make a decision on any pending case.

We cannot predict when we will receive the results of these security checks. Please be assured that we will make every effort to make a decision in your case as soon as the security checks are complete.

We hope this information is helpful to you.

to bizarre that i find this now....

Your theory makes sense too. I guess it all is subjective and depends what kind of history each case filer has.

Good Morning Everyone I stubbled across immigration forum that has an actual VISA OFFICER that answers your questions. www.nairaland.com and in search I typed in U.S. Immigration Questions: Ask A U.S. Consular Officer. You must register for the forum. There are two threads one that is closed that has about 65 pages of questions and answere, and one that is open that has about 16 pages of question and answers that the VISA OFFICER is anwering question from right now. At first I thought maybe this person was not real, so I put him/her to the test and asked a serious of question pertaining to my issues, and they were able to inform me of my exact scenerio without knowing my case history. I have learned alot reference other questions that were asked and answered by the VISA OFFICER. Just wanted to post this in case anyone was interested!

Please tell us what you've learned!!!

I first inquired about my k1 visa and why it was still open just to see if this person was who they say they were (ps. sent him my k1 case number to email provided). Response received was that once we had our interview the CO did agree that we had a bonifide relationship (which is true), and the refusal of the k1 was not due the k1 petition, but rather because of something prior when my husband was 16 (This is true, husband needs a waiver). Then he went on to say that the previous filing of my I-130 would not be effected by my k1 case, and that it seems that someone at USCIS simply did not do what was needed to be done on my K1 (I129F) petition because it should have been sent back for revocation (which it was not), but technicallly it should have only been valid for 4 months, but not to worry more or less that is why my I-130 is being held up for additional review

Thx CBO, I am confused with your last sentence, is the additional review caused by the previous unclosed i129f?
