With a few steel bars it could make a good prison.. A total capacity of 100,000 people with say 10,000 of them being administrators.. Give it a fun name to scare the new arrivals and make them wonder.. "Ahoy! Welcome the the USS Soylent Green!"

Or the Chinese could make big floating factories just offshore to decrease shipping costs and make the pollution in someone elses back yard. No worries about worker strikes or the media reports - no internet leaks on the next iphone. Plus you can then claim that airspace as your own and expand territory. Big wins!

I don't recall that being in The Hitchhiker's Guide to the Galaxy. I suppose I could have missed it. You sure it wasn't in one of the other books or was it an obscure reference?

It probably was in one of the sequels. I think of the whole series as "The Hitchhiker's Guide to the Galaxy," but I guess that's really just the first book. It's been a while since I read them, so I don't really have a clear memory of what goes in which book. As most things in THGttG (and the sequels), it's not really critical to the plot (is there a plot?).

The planet was Golgafrincham.. They decided to get rid of all the "useless" people by telling them the planet was going to be destroyed by a star goat. This branch (the middleman branch) was put on the B spaceship and launched never figuring out that the other two ships did not exist exist and were not "right behind them". Among those sent up were all the hairdressers, security guards, management consultants, and telephone sanitizers. Golgafrincham then had a long period of happiness and prosperity until the entire population was wiped out by a virus picked up from a dirty phone.

The B ship eventually crashed on Earth were the survivors mixed with early cavemen and modified the gene pool.
