I submit DS260 and sent both IV and AOS packages on October 30, stil havent recieved an email confirmation about case complete

How long does it take to get an email confirmation after case complete date?

Case complete email isn't guaranteed for non-EP folk. Could take a week or longer from case complete to receive.

Have you actually called NVC to find out the status of your case?

No, i didnt call , actually i am a beneficiary but i gave my email address on DS 260 form and got a false checklist last week, NVC sent it to three of us - me, my husband and his lawyer, so i thought maybe they will send case complete email in such way too

It doesn't matter if you're the beneficiary. I highly suggest one of you calls to find out what's going on with your case.

The petitioner can do it. In a lot of cases, the petitioner fills out the online forms due to a language barrier and/or low/no internet connection.

You should be putting USA as country of domicile if you're planning on moving back. I'd suggest you go look at the FAQ in post 2 as there's a question/answer about proving domicile. Good luck.

And since people have been getting checklists for not putting 'None' or 'N/A' in applicable fields, you may want to consider doing it, even though the instructions say to leave things blank.

hello saylin! i received an email from nvc saying:

Dear Sir/Madam:

The National Visa Center (NVC) received your inquiry regarding the
immigrant visa petition: MSCxxxxxxxxx.

The NVC recently received this petition. The appropriate agent
(applicant, petitioner, or attorney) will receive instructions for the
further processing of this petition within 6 to 8 weeks.

Case Number: MSCxxxxxxxx

ARI

National Visa Center
Written Inquiry Unit
Serco Inc, Support Contractor

i never thought it will take that long.. so we have to wait for 6-8weeks for our manila case number and invoice identification number?

congratulations....tell me did you get any checklist or no ?

Yes, I got a checklist on November 8th for leaving the permanent address field blank since it wasn't different from the mailing address. NVC received the new forms on November 14th. I'll say it again...don't leave anything blank.
