It is almost 3 weeks and I haven't received any letter from USCIS, I called them and I spoke with CR tier 2 and he told me that they haven't send it to the NVC because it stay there for 3 or four months.... Is that true?? we have waiting for this 9 years... I am a lesbian couple so please, any advise??? thank you!

Not sure about Texas, but others like me who were processed by California Service Center had to wait about 6 weeks for our approved petitions to be sent to NVC. They send petitions in bulk which is why it takes longer for NVC to receive the files.
