Really? I don't think we're going to see that there was any semi-decent amount of movement until mid-November. Shuffling papers does not count as progress. :P

VJ is a statistically insufficient sample of I-130 filers, if we are seeing huge movements that indicates a lot more movement in general.

Lateral movement is not going to reduce the backlog. It doesn't matter if they're transferring everyone to service centers if the service centers aren't churning out approvals pretty quickly.
