As my wife income cannot meet the poverty guidelines.

A joint sponsor must fill form I 864A or I 864 ?

Does a joint sponsor shall be relative to my wife who is the petitioner ??

no, the joint sponsor can be any USC or LPR that qualifies over the poverty guidelines

he or she will file an i864 as joint sponsor

the i864A is only for a household member, an immediate family member living at the same residence

as what aleful said., i864a is for household members ONLY in which --- it's the petitioner's immediate family relative living in the same residence..
