Visa Expiring & Processing Time Requirments?

My husband is starting the naturalization process this month. I am told it will take about 5-6 months. However my mother in law is currently in the United States. She entered using her unexpired tourist visa but it is about to expire in March. I don't believe we will have finalize my husband's citizenship by then.

My question is this? What is the process once my husband is a citizen to sponsor his mother? Is it an I-130? Do we need an I-601 if she enter with inspection or simply an I-485? Should she return to Mexico before her visa expires or should she stay here and do a change of status? Will they forgive her for overstaying her visa?
