Don't be confuse.

This thing is simple. Just wait for our PD to be current and NVC will notify us as soon as our visa number is available.

My PD is oct 1, 2013. I got my case number already though phone and i got an email also from NVC concerning about my Visa availability.

So, just keep be patient because you are NOT ALONE.

Here is their email,

The enclosed information pertains to your interest in immigrating to the United States of America. The information concerning your registration is noted at the end of the letter.

Unfortunately, visa numbers are not presently available for your use. You will be notified when further consideration can be given to processing your application for immigration. The reason for this delay is that there are more applicants for visas than there are immigrant visa numbers available under the limitation prescribed by law. For some visa categories, for example F3 or F4, this delay could be many years. Should you wish to know which priority dates are currently being processed, you may call the State Department's Visa Office at 202-485-7699.

Finally I got my NVC case number today, over the phone. My priority date is 07 November.

Hey guys, I and we know that all people with PD before 08-Sep-2013 their cases are complete and waiting IL.

Also, PD after 08-Sep-2013 started to send their documents and paying the fees.

As we can see most of people sent their documents end of February and beginning of March and it should take 60 days to review it means NVC has to finish our cases because our date is coming. (They should finish in less than 60 days)

Suppose next VB is 08-Sep-2013 all their case complete.

Following one (June VB I feel will be big jump) will receive IL in 1st week of May for June-2015 interview so cases have to be completed before at least end of April,2015.

I am just sharing my thinking and I'm waiting the case to be completed :) good luck every one :)
