need nbi clearance from singapore

Hi vj members :)

I petition my parent's to come over here in u.s they had there interview last nov.14,2013 both parent's passed and approved but there's one problem when the officer ask if mom travel other countries mom says yes 5years in singapore. So officers says u are approved now but we need ur nbi clearance so meaning it gonna be pending until we gave them the nbi from singapore. So now we are working on that form so we can go ahead and send it to singapore soon has possible we all have the form also letter from embassy that they were requesting for it.

my question is how do we pay the fee from philippines to singapore can we pay cash? Or if bank which bank?
