Hello,

I am a US Citizen, and I filled for my mom's I130, my mom's I130 got approved, and the plan is that she would come and spend Summer 2014 in the United States, my sister who is 18, wants to come, obviously, she will have to apply for a tourist visa.

What's the likelihood that she will be granted a tourist visa?

What's the likelihood that she will be turned away at POE if she accompanies my mother on the trip?

Can't tell for sure. One thing is definite, your sister will have to prove strong ties to her home country. She has to convince the consul that she will return and that she doesn't have immigrant intent.

Will the sister still be attending school in a year?

What other ties does she have to her home country? A young single woman with a brother and mother in the USA, it will be hard to get a tourist visa approved.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Yeah, she will be attending dental for 5 years, her entire family is in Egypt. Plus, my mom will return at end of summer.

No. She can only maintain her permanent residency by living in the US. Whoever told you she only has to visit once a year was wrong. If CBP finds out she doesn't live in the US, there is no reason for her to have a permanent resident card, and it will likely be revoked.

She can maintain permanent residency by visiting the US once a year, she will eventually move here in about 3 years...

She needs to be living in the USA for more of the year than she's not (i.e. she should be in the USA for 6 months plus a day each calendar year).

If she wants to remain outside of the USA for more than 1 year, she should look into re-entry permits, else she may lose her green card and be denied entry into the USA upon returning from a long stay abroad.
