Unfortunately no, the last part of getting a tourist visa is an interview at the embassy in Bogota.. They will mail the visa afterward to Medellin (to one of a number of DHL pick-up stations if they are still following the same procedures). That part should not be too difficult though - a bus ride to Bogota and a night in a hotel. For tourist visas the line will be long (as in hundreds of people and it moves slowly).

For the K-1/CR-1 two trips need to be made - one for the interview and one for the medical/labs.. She will also need to have recent vaccines - I would recommend doing them in Medellin less than two weeks before the medical exams or they will try to make her pay a highly inflated price for them.. If I remember right the meds/labs ran around 200 dollars but that was three years ago.

You can apply by mail.. But there will eventually be a required interview in Bogota as the final step (a few months down the line).

Not really that big of deal - the bus from Medellin to Bogota is what... 15 bucks or less? Colombians also have subsidized flying within the country on certain airlines - I just checked on itx as a Colombian and it was well under 100 dollars round trip.. The plane is in the air for 25 minutes if I remember right - she could go there and come back the same day.

A quick look.. It is possible to leave Medellin at 5:50 am, arrive in Bogota at 6:35am, spend the day doing what is needed, then catch a flight back to Medellin at 9:50pm and be home at 10:30.. There are plenty of earlier flights and they are very good there about letting you get on an earlier flight with no extra fees if there is room..

All for the grand price of 84 dollars taxes included and available every day in September but one..
