Regarding the self addressed stamped enveloped to USCIS

I am about to send the J-1 Waiver for the 2 year home requirement forms (along with bar codes of course) to Washington D.C. and they ask for two self addressed stamped return envelopes. The person requesting this is in the Philippines but I am helping her with the process and I'm forwarding her forms from my home to D.C.

Do I put my address for those envelopes to be returned to my address, or do I put her address in the Phlippines? Also, will the USCIS in D.C. accept envelopes that are international and with tracking codes? Or will they only use standard envelopes with stamps to return the forms to an address in the U.S.?
